On behalf of Council, we feel relieved to hear that charges have now been laid against Dimitri Nelson Hyacinth, 27, of Surrey, for the 2nd Degree murder in the death of Kulwinder Singh Sohi on Tuesday, April 23, 2024. 

We are deeply affected by the impact these tragic events have had on our community, encompassing a range of emotions from fear to sadness.  

Out of respect for the ongoing court process, further information will be provided by the Integrated Homicide Investigation Team (IHIT) as deemed appropriate.  

We thank the RCMP Detachment, IHIT and all investigators for their relentless efforts.  As well, thank you to all those that reached out to them and offered any information they had that may assist with the criminal investigations.

We appreciate the community's patience and understanding as we respect the sensitivities surrounding this high-profile case.

Surrey man charged in White Rock stabbing

A man from Surrey has now been charged in relation to a stabbing on Sunday (April 21)

Background: On April 23, 2024 at 9:26 p.m., the White Rock RCMP responded to a report of injured man in the 15400-block of Marine Drive. Officers along with BC Ambulance Emergency Health Services attended and upon arrival, located a 26-year old man, later identified as Kulwinder Singh Sohi, on the White Rock Promenade at the parking lot adjacent to the Grand Chief Bernard Robert Charles (Pa-Kwach-Tun) Memorial Plaza, suffering from fatal stab wounds. The Integrated Homicide Investigation Team (IHIT) took conduct of the investigation and continues to work closely in partnership with the White Rock RCMP, the BC Coroners Service and the Integrated Forensic Identification Services.

As a result of evidence collected by investigators, IHIT worked closely in partnership with the White Rock RCMP, who had conduct of a previous assault investigation which occurred in White Rock on April 21, 2024, in which 28-year old Jatinder Singh was assaulted while on the White Rock Promenade.

On April 29, 2024, IHIT investigators with the assistance of the Integrated Emergency Response Team, arrested 28-year old Dimitri Nelson Hyacinth from Surrey, BC, in relation to the homicide. 

As investigative efforts advanced, on April 30, 2024, Hyacinth was charged in relation to the aggravated assault of Jatinder Singh on April 21, 2024.  

“This is a dynamic and ongoing case.  The investigation into the homicide of Mr. Sohi remains active,” says Sergeant Timothy Pierotti of IHIT. “We’re thankful for the collaborative work being done by the IHIT investigators along with the White Rock RCMP.”

IHIT is asking that any witnesses or anyone who was in the area of the White Rock Promenade, east of the White Rock Pier near the parking lot adjacent to the Grand Chief Bernard Robert Charles (Pa-Kwach-Tun) Memorial Plaza or driving on Marine Drive on April 23, 2024, between 8:00 p.m. and 10:00 p.m., with dash cameras or anyone who may have information regarding the homicide to contact the IHIT Information Line at 1-877-551-IHIT (4448) or by email at ihitinfo@rcmp-grc.gc.ca.  

 

Town Hall Talk  

An overflow crowd attended the White Rock RCMP Town Hall meeting last evening at the White Rock Community Centre. Despite the RCMP stating in advance the evening was not an opportunity to discuss the two recent stabbings on the waterfront, things changed. A strong representation of the South Asian community asked many questions regarding the two stabbing incidents on the White Rock waterfront.

Staff Sergent ROB DIXON hosted the evening an made a strong effort to answer as many questions as possible regarding the two incidents without compromising what he referred to as an active ongoing investigation into both stabbings.

At the end of the evening all those in attendance left the meeting satisfied the city and the RCMP are on the right track.

 

White Rock Monday Rewind

Monday evening the majority of White Rock Council approved two OCP amendments to move highrise applications forward to the next phase.

-a 31 storey tower application was approved 5-2 to be located on Russell Avenue across the street from our world famous Wyland Whale Wall. If the application reaches the final stage "Ale Alley" home to our three craft breweries will be a thing of the past. The Official Community plan currently allows for 12 storey structures.

- On George street @ North Bluff avenue a 26 storey highrise application was also given the green light and an OCP amendment. The area currently dedicates height to be limited to 6 storeys.

Both applications passed with a vote of 5-2. Councillors CHESNEY & TREVELYAN voted in opposition.

- KENT STREET ACTIVITY CENTER: Report states it's too small and recommend a new facility to be added to a new City Hall (City Hub) if and when it's built.

- Property Tax increase finalized - first, second, third reading at 4.82% increase this year - less than Surrey. 7-0 approved.

-Councillor CHEUNG at the end of the meeting put forth a motion that dogs be allowed in the summer months on the promenade up to 9 a.m. The item will come before council on May 13 for debate.

Recipe of the Week

Tomatillo Avocado Salsa

One taste of this fresh, vibrant Tomatillo Avocado Salsa will have you craving it again and again.

It's fabulous on tacos, enchiladas, burritos... any Mexican entree, but it also makes a wonderful sandwich spread, dipping sauce for chips and/or salad dressing.

Ingredients

  • 10 ounces of tomatillos husks removed, washed and roughly chopped

  • 1-3 medium jalapeños seeds removed and reserved

  • ½ medium white onion roughly chopped

  • 1 large ripe avocado

  • 1 cup roughly chopped fresh cilantro leaves and stems, loosely packed

  • 2-4 tablespoons water

  • 1-2 tablespoons fresh lime juice

  • 2 medium cloves garlic

  • ¾ teaspoon salt

  • ½ teaspoon sugar

Instructions

  1. Combine tomatillos, 1 jalapeño, onion, avocado, cilantro, 2 tablespoon water, 1 tablespoon lime juice, the garlic, salt and sugar in the container of a food processor or blender. If it’s difficult to blend add more water, 1 tablespoon at a time.

  2. Taste and add more jalapeño and/or more lime juice, to taste. If you want to add more heat, add small amounts of the reserved jalapeño seeds until desired spiciness is reached.

  3. Serve and enjoy!

By the age of 40, the eagle's claws become too long and supple, and it cannot grab its prey with it. Its beak becomes too long and curved, preventing it from eating. The feathers on its wings and chest become too thick and heavy and prevent it from flying. The eagle is now faced with a choice: either death, or a long and painful period of change, lasting 150 days...

It flies to its nest on the top of the mountain and beats its beak against the rock for a long time until the beak breaks and comes off... Then it waits for a new beak to grow and tear its claws out. When new claws grow, the eagle pulls out its over-heavy plumage on its chest and wings... And then, after 5 months of pain and torment, with a new beak, claws and plumage, the eagle is reborn and can live for another 30 years...

Very often, in order to live, we have to change, sometimes this process is accompanied by pain, fear, doubts... We get rid of memories, habits and traditions from the past... Only freeing ourselves from the burden of the past allows us to live and enjoy the present and prepare ourselves for the future...

No matter what stage of life you are at, I wish you courage and strength to constantly change. I believe that one day we will all meet in the air...

Car Show Season - Kick Off

D.W. Poppy Secondary is gearing up to host its 35th annual car show on Sunday, May 5, from 9 a.m. to 3 p.m.

The school’s tradition of putting on one of Langley’s first car shows of the season brings many benefits to both the school and to community members, who get to check out more than 700 collector cars on display in the school’s back field.

The show will also have vendors, concession, 50/50 draws, car show T-shirt sales, and more.

This is the school’s biggest fundraiser of the year and benefits the entire school, including the shop and computer education departments, athletic teams, dry grad and team travel.
